Background
CLP was founded in Hong Kong in 1901, at a time when electricity was still a novelty worldwide. Today we power millions of homes and businesses across the Asia Pacific regions. In Hong Kong, we operate a vertically-integrated electricity supply business providing a highly-reliable supply of electricity to 80% of the city’s population. The Commercial and Supply Chain Management (C&SCM) oversees CLP Power Hong Kong Ltd’s circa HKD 30 billion annual expenditure with 1,300 suppliers across 50 categories of spend. C&SCM is responsible for end-to-end procurement and supply chain management across key spend categories and business stakeholders. The C&SCM organisation is comprised of Category Management and Business Delivery teams which partner with business users across CLP operating companies to provide a seamless and integrated commercial delivery capability to the CLP Group.
We are looking for a high caliber, experienced professional to lead Indirect business delivery team.
Job Purpose
To manage all the Indirect Categories (Digital/Corporate Services/Customer) including business delivery and category management and achieve business/procurement targets and objectives. The Category and business delivery spans all Greater China businesses (i.e. CLP Power, CLP China, CLPeSolutions) and projects, including mega-projects.
Key Responsibilities:
- Manage and lead the Business Delivery team and Category teams for all the indirect categories (Digital, Customer and Corporate Services)
- Manage and establish a strong business partnering relationship with Business stakeholders across procurement delivery engagements to achieve set targets and business objectives including involvement in development and review of Business stakeholder budgets, and identification/planning/realization of procurement savings opportunities.
- Manage and lead the execution of procurement plans and strategies through Source-to-Contract (S2C) lifecycle (e.g. specification/requirement reviews, tendering, supplier risk assessments and evaluations, commercial and contract negotiations, award recommendations and contract establishment).
- Lead the development of Category Business plans and providing market intelligence, insights, benchmarks.
- Manage supply chain risk identification and assessment, develop and implement mitigation strategies with inputs from Business stakeholder and Procurement category teams to achieve agreed target risk levels.
- Manage and lead implementation of Supplier Relationship & Development Management (SRDM) process with key suppliers and Business executives to drive supplier delivery to KPIs, continuous improvements plans, innovation and partnerships.
- Supporting the procurement functional transformation.
Requirements
- University degree in Business, Procurement and Supply Chain, Information Technology, Engineering or other relevant discipline with Post-Graduate degree preferred.
- Membership and/or qualification from a procurement professional body (e.g. CIPS, ISM, etc.) and/or engineering body (e.g. HKIE, IET, etc.) is preferred.
- Minimum 12 years relevant procurement experience leading category teams of which at least 7 years at supervisory/managerial level.
- Experience in procurement delivery across Demand Management, Source-to-Contract (S2C) and Procure-to-Pay (P2P) lifecycle.
- Experienced PSCM professional with demonstrable knowledge and experience in PSCM best practice.
- Demonstrated knowledge of procurement leading practices applied across diverse categories and organisations.
- Prior experience in procurement, contract and commercial management with international OEMs and Technical Services Providers is strongly preferred.
- Agile, customer-centric and innovative thinking.
- Change champion with strong interpersonal, communication and stakeholder management skills.
- Strong cross-cultural awareness, adaptability and agility.
- Fluency in English required, fluency in Cantonese and/or Mandarin an advantage.
