Background
CLP was founded in Hong Kong in 1901, at a time when electricity was still a novelty worldwide. Today we power millions of homes and businesses across the Asia Pacific regions. In Hong Kong, we operate a vertically-integrated electricity supply business providing a highly-reliable supply of electricity to 80% of the city’s population. Our goal is to meet Asia-Pacific's energy challenge in a sustainable manner from one generation to the next.
The Commercial and Supply Chain Management (C&SCM) function under CLP oversees the operating company’s circa HKD 20 billion annual expenditure with 1,200 suppliers across 50 categories of spend.
C&SCM is responsible for end-to-end procurement and supply chain management across key spend categories and business stakeholders. The organization is structured by Category Groups (CG) which are combinations of categories and sub-categories of spend in key supply markets.
We are looking for a high caliber and experienced procurement professional to join the Customer category team.
Key Responsibilities:
·To formulate and execute fuel procurement strategy, plan and evaluate different types of energy, fuel and related commodities for electricity generation
·To coordinate with stakeholders on natural gas, LNG and pertinent shipments as well as associated supply and payment processes
·To conduct quality assurance and control for the fuel supplied to the Company and make related overseas visits when necessary
·To formulate and execute fuel procurement strategy, plan and evaluate different types of energy, fuel and related commodities for electricity generation

Reporting to the Principal Manager, this position will be responsible for:
- Category Ownership. Provide domain knowledge and leading practice expertise in the following categories:- Marketing services & Brand development
- Public Affairs services,
- Customer & Billing services,
- Household products for retail and redemption,
- Other assigned C&C sub-categories - Procurement Leadership. Lead the team for the implementation and adoption of procurement best practices; strive for operational excellence across the end-to-end procurement lifecycle, i.e. Source-to-Contract and Procure-to-Pay.
- Demand Management. Engage regularly with internal business stakeholders to establish, plan and deliver a pipeline of procurement demand; plan and execute category management in early stages of procurement opportunity lifecycle.
- Sourcing & Contract Management. Plan, develop and implement supply market engagement strategies, including bid management, supplier proposal evaluations, commercial & contract negotiations and post-award management.
- Category Management Plans. Provide input to the long-term Category Business Plans and project-specific procurement contracting strategies, including data extraction and analysis.
- Supplier Management. Coordinate Supplier Relationship Management (SRM) engagements with key strategic partners efforts to drive delivery performance, ensure strategic alignment and explore new business development opportunities.
- Risk Management. Develop and implement effective supply chain strategies to manage business and operational risk exposure with key suppliers (including supply availability, reliability, cost and sustainability).
- Partnerships & Innovation. Develop strategic relationships and innovation opportunities with key supply chain partners to realize improvements in safety, quality, delivery and cost management.
- Governance. Ensure compliance with contracts, procurement policies, processes and procedures whilst driving commercial effectiveness and strong business ethics.
Requirements:
- University degree in Business, Procurement and Supply Chain, or other relevant discipline with Post-Graduate degree preferred.
- Minimum 5 years’ experience in procurement, supply chain and/or commercial roles with relevant category expertise and increasing level of responsibility.
- Membership and/or qualification from a procurement professional body (e.g. CIPS, ISM or equivalent) preferred.
- Strong analytical skills and commercial acumen with experience in contracts development and management.
- Strong interpersonal, negotiation and stakeholder management skills.
- Self-starter, dynamic, innovative and creative thinking.
- Fluency required in English, strongly preferred in Cantonese and Mandarin
