In Hong Kong, we operate a vertically-integrated electricity supply business providing a highly-reliable supply of electricity to 80% of the city’s population. Outside Hong Kong, we invest in the energy sector in Mainland China, India, Southeast Asia, Taiwan and Australia. Our business includes power generation, transmission and distribution, and electricity and gas retail activities. The Commercial and Supply Chain Management (C&SCM) oversees CLP Power Hong Kong Ltd’s circa HKD 30 billion annual expenditure with 1,300 suppliers across 50 categories of spend.
C&SCM is responsible for end-to-end procurement and supply chain management across key spend categories and business stakeholders.
The C&SCM organisation is comprised of Category Management and Business Delivery teams which partner with business users across CLP operating companies to provide a seamless and integrated commercial delivery capability to the CLP Group.
We are looking for high calibre and experienced professional to join Business Delivery (Generation) team.
Key Responsibilities:To formulate and execute fuel procurement strategy, plan and evaluate different types of energy, fuel and related commodities for electricity generation
·To coordinate with stakeholders on natural gas, LNG and pertinent shipments as well as associated supply and payment processes
·To conduct quality assurance and control for the fuel supplied to the Company and make related overseas visits when necessary
·To formulate and execute fuel procurement strategy, plan and evaluate different types of energy, fuel and related commodities for electricity generation

The position will be responsible for the following areas:
- Category expertise. Provide category domain knowledge and leading practice expertise in relevant categories. Depending on experience and future team organization, lead / support one or more category teams to meet generation business needs, e.g.
o Boilers, Fans & Fuel Oil Supply System
o Cooling & Feed Water Systems
- Procurement Leadership. Plan, design and implement procurement engagements with internal Business stakeholders and external suppliers across each stage of the end-to-end procurement lifecycle (Source-to-Contract and Procure-to-Pay).
- Demand Management. Regularly engage with Generation Business Group and business stakeholders to identify, evaluate and plan demand forecast.
- Category Management. Provide in-depth category, market and practice expertise; develop and implement Category Business Plans and strategies to maximize long-term value and benefits delivered to the business.
- Sourcing & Contract Management. Plan, develop and implement supply market engagement and sourcing/contracting strategies, bid management, supplier proposal evaluations, commercial and contract negotiations, and post-award management.
- Risk Management. Develop and implement effective supply chain strategies to manage business and operational risk exposure with key suppliers (including supply availability, reliability, cost and sustainability). Identify and evaluation supply chain and supplier risks, develop and implement recommendations and mitigation strategies.
- Supplier Management. Coordinate Supplier Relationship Management (SRM) engagements with key strategic partners to drive strategic alignment, delivery performance and continuous improvement, and development of new business opportunities.
- Partnerships & Innovation. Develop strategic relationships and innovation opportunities with key supply chain partners to realize improvements in safety, quality, delivery and cost management.
- Governance. Ensure compliance with contracts, procurement policies, processes and procedures whilst driving commercial effectiveness and strong business ethics.
Requirements:
- University degree in Business, Procurement and Supply Chain, or other relevant discipline with Post-Graduate degree preferred.
- Minimum 5 years’ experience in procurement, supply chain and/or commercial management roles with increasing level of responsibility. Prior experience and domain expertise in categories of similar nature preferred.
- Membership and/or qualification from a procurement professional body (e.g. CIPS, ISM or equivalent) strongly preferred.
- Analytical and commercial acumen with experience in contracts development, execution and post-award management.
- Ability to work in cross-functional teams and on products/services of technical nature
- Strong interpersonal, communication and stakeholder management skills.
- Dynamic and confident self-starter with learning, innovative and challenger mindset.
- Fluency required in English, strongly preferred in Cantonese and/or Mandarin.
