Description & Requirements
· Manage and direct pre-outage planning, schedule development and work activities for all scheduled outages with multi-disciplinary workforces and contractors to ensure that company business needs, statutory requirements, safety, health and environmental standards are met while achieving optimum level of reliability, efficiency and cost effectiveness.
· Oversee all necessary resources deployable during outages, and coordinate internal stakeholders to optimize resources arrangement prior to outage execution.
· Prepare and compile outage execution plans and outage reports for outages.
· Organize and chair regular meetings to review and monitor programme progress of all outage planned activities with all stakeholders and contractors to ensure outage safety, objectives and targets are met.
· Oversee on-site activities to ensure outage safety and milestones are met accurately, detect any potential risks and hazards to outage safety and progress and provide timely solutions.
· Conduct and report on-site SIC observations to ensure good productivity of outage works.
· Provide regular update to internal stakeholders and progress reporting to Senior Management including outage related major issues and scope change.
· Provide quality plans for works conducted during planned outage to ensure quality standards are met upon works completion.
· Conduct regular post-outage review to capture the lessons learnt and recommend changes in outage management processes with best practices, as well as innovative ideas for continuous improvement.
· Support the continuous development and implementation of outage contracts grouping in terms of Safety, Quality and Performance of the contractors.
· Develop a sustainable outage site management system by innovative ideas with Smart technology.
Requirements:
· A recognized university engineering degree or equivalent discipline plus a minimum of 5 years’ relevant working experience;
· Professional qualification from HKIE or other recognized engineering professional bodies is preferable;
· Conversant with the latest code of practice, engineering standards and SHEQ requirements pertaining to maintenance and project works in the generation/ construction industry;
· Good hands-on experience with Power BI and MS project would be advantageous;
· Good hands-on contractual & commercial skills on top of the typical technical competency. Previous experience in managing large-scale contracts as Contract Responsible Officer is desirable;
· Track record in the development, engineering and execution of multi-disciplinary, large-scale industrial / construction projects in Hong Kong. Prior exposure to power station construction, operation and maintenance, or process plant design and construction will be desirable;
· Proven supervisory, interpersonal, influencing and communication skills;
· Fluency in English and Chinese speaking and writing, Putonghua would be advantageous;
· Flexible, self-driven, and adaptable to changes and willing to meet challenges.
· Candidate with high potential but with less qualification and / or experience may be considered as Engineer
The appointee will be required to work in the Power Stations located at Tuen Mun area.
