The Commercial and Supply Chain Management (C&SCM) oversees CLP China and CLPe Solutions circa HKD 4.5 billion annual expenditures with 1,500 suppliers across 50 categories of spend.
C&SCM is responsible for end-to-end procurement and supply chain management (PSCM) across key spend categories and business stakeholders.
The C&SCM organisation is comprised of Category Management and Business Delivery teams which partner with business users across CLP operating companies to provide a seamless and integrated commercial delivery capability to the CLP Group.
The Manager, C&CSM Business Delivery (China)
The Manager, Business Delivery reports to the Associate Director, Procurement (CLP China & CLPe Solutions). The Business Delivery Team has been created through the Utility of the Future (UoF) procurement transformation programme (2022).
The purpose of the job
To manage the procurement service delivery to Business stakeholders and achieve business/procurement targets and objectives.
The Position Profile:
- Manage and support the Business Delivery team.
- Manage and establish a strong business partnering relationship with Business stakeholders across procurement delivery engagements to achieve set targets and business objectives.
- Manage procurement involvement in development and review of Business stakeholder budgets, and identification/planning/realization of procurement savings opportunities.
- Establish and manage the pipeline of Business demand and procurement opportunities Ensure the timely mobilization of resources/expertise and successful execution of procurement activities.
- Manage, plan and develop contracting/sourcing plans and strategies in collaboration with Business stakeholder and Procurement category teams, and drive the realization of procurement value-add.
- Manage and lead the execution of procurement plans and strategies through Source-to-Contract (S2C) lifecycle (e.g. specification/requirement reviews, tendering, supplier risk assessments and evaluations, commercial and contract negotiations, award recommendations and contract establishment).
- Manage post-award Procure-to-Pay (P2P) lifecycle delivery and execution (e.g. Order Management, Inventory Management, Supply Operations, Contract Management etc.)
- Manage day-to-day commercial and contract support to Business’ Contract Responsible Officers (CROs) to address and resolve supplier post-award execution issues and escalate as required.
- Manage supply chain risk identification and assessment, develop and implement mitigation strategies with inputs from Business stakeholder and Procurement category teams to achieve agreed target risk levels.
- Manage and implement Supplier Relationship & Development Management (SRDM) process with key suppliers and Business executives to drive supplier delivery to KPIs, continuous improvements plans, innovation and partnerships.
- Manage the mobilization of resources and subject matter expertise across the Procurement function to support transaction delivery to the Business.
- Supporting the procurement functional transformation.
Requirements:
- A recognized university degree or above in Business, Procurement and Supply Chain, or other relevant discipline with Post-Graduate qualification preferred.
- Professional Procurement qualifications (CIPS, ISM, APICS, etc.) strongly preferred.
- A minimum of 8 years of robust experience and senior management roles in Procurement in Hong Kong and the Chinese mainland.
- Leadership skills to coordinate and work with multi-disciplined experts/professionals.
- Experience in procurement delivery across Demand Management, Source-to-Contract (S2C) and Procure-to-Pay (P2P) lifecycle.
- Experienced PSCM (Procurement and Supply Chain Management) professional with demonstrable knowledge and experience in PSCM best practice.
- Prior exposure to Utilities, Energy or other CAPEX-intensive industries a distinct advantage.
- Results oriented.
- Good negotiation and influencing skills.
- Agile and innovative thinking.
- Strong interpersonal, communication and stakeholder management skills.
- Program management in multi-cultural environment.
- Computer skills in MS word, excel, powerpoint, etc.
- Fluency in English required, fluency in Mandarin is a distinct advantage.
