The Commercial and Supply Chain Management (C&SCM) function under CLP oversees the operating company’s circa HKD 20 billion annual expenditure with 1,200 suppliers across 50 categories of spend.
C&SCM is responsible for end-to-end procurement and supply chain management across key spend categories and business stakeholders. We are looking for a high caliber and experienced procurement professional to join the Business Delivery team supporting Power Systems Business Group (PSBG).
Key Responsibilities:
The position will support key activities across the commercial and supply chain management end-to-end lifecycle:
- Procurement Process Management. Plan, design and implement procurement engagements with internal Business stakeholders and external suppliers across each stage of the end-to-end procurement lifecycle (Source-to-Contract and Procure-to-Pay), for the Categories of Transmission and Distribution Substation Plant Equipment and Industrial Electronics.
- Category Management. Support Category Management Team to develop Category Business Plans; implement Category Business Plans and strategies to maximize long-term value and benefits delivered to the business.
- Demand Management. Proactively engage business stakeholders to identify, evaluate and manage demand pipeline.
- Sourcing & Contract Management. Plan, develop and implement supply market engagement and sourcing/contracting strategies, bid management, supplier proposal evaluations, commercial and contract negotiations, and post-award commercial/claims & contract management.
- Inventory Management. Collaborate closely with business stakeholders to regularly review safety stock level and manage the optimized inventory level of the equipment and spart parts to ensure business needs are met, while taking all supply chain risks into consideration.
- Supplier Management. Support Category Management Team to formulate strategic supplier strategy and devise supplier development plan. Work with Category Management Team and business users to implement the strategy and plan. Support Category Management Team to drive Supplier Relationship Management (SRM) with strategic suppliers to propel excellent performance on safety, quality, delivery and cost management, manage supply chain risks, and explore new business development opportunities through innovations and partnerships.
- Risk Management. Ensure effective supply chain risk management is in place for the Categories of Transmission and Distribution Substation Plant Equipment and Industrial Electronics. Assess and monitor category risks, and proactively develop risk treatments for identified risks to an acceptable residual risk profile. Manage business and operational risk exposure together with Category Management Team, including supply availability and reliability, sanctions and compliance, sustainability, etc.
- Innovation & Transformation. Strive for excellence in maximizing business value outcomes with innovations and adoption of procurement best practices. Participate in C&SCM function’s transformational initiatives.
- Governance. Ensure compliance with contracts, procurement policies, processes and procedures whilst driving commercial effectiveness and strong business ethics.
requirements:
· University degree in Business, Procurement and Supply Chain, Engineering or other relevant discipline.
· Minimum 3 years’ relevant work experience in procurement, supply chain and/or commercial roles with relevant category expertise and increasing level of responsibility
· Experienced Procurement / Supply Chain Management professional with demonstrable knowledge, experience and best practice
· Membership and/or qualification from a procurement professional body (e.g. CIPS, ISM, etc.) an advantage.
· Change advocate with strong interpersonal, communication and stakeholder management skills.
· Demonstrated “hands-on” experience of leadership, negotiation and influencing skills
· Self-motivated, result-oriented, agile, and innovative thinking
· Strong cross-cultural awareness, adaptability, and agility
· Ability to manage multiple tasks and deadlines, and achieve high quality work
· Fluency in English required, fluency in Cantonese a distinct advantage.
