CLP was founded in Hong Kong in 1901, at a time when electricity was still a novelty worldwide. Today we power millions of homes and businesses across the Asia Pacific regions. In Hong Kong, we operate a vertically-integrated electricity supply business providing a highly-reliable supply of electricity to 80% of the city’s population. Outside Hong Kong, we invest in the energy sector in Mainland China, India, Southeast Asia, Taiwan and Australia. Our business includes power generation, transmission and distribution, and electricity and gas retail activities. The Commercial and Supply Chain Management (C&SCM) oversees CLP Power Hong Kong Ltd’s circa HKD 30 billion annual expenditure with 1,300 suppliers across 50 categories of spend. C&SCM is responsible for end-to-end procurement and supply chain management across key spend categories and business stakeholders. The C&SCM organisation is comprised of Category Management and Business Delivery teams which partner with business users across CLP operating companies to provide a seamless and integrated commercial delivery capability to the CLP Group.
We are looking for a high caliber, experienced professional to lead C&P’s IT/Digital category delivery team. The team is responsible for planning and delivering all procurement activities across the source-to-pay lifecycle, relationships with strategic partners suppliers/contractors and supply chain risk management.
Job Purpose
The position will be accountable for the following key responsibility areas:
- Category accountability:Lead and manage procurement teams responsible for categories of spend for Digital/IT, including:Ø Hardware (Servers, Storage, Desktop and Telecom)
- Ø Software (including Cloud platforms, Software-as-a-Service and Cybersecurity)
- Ø Maintenance, consultancy and other IT professional services
- Ø Digital products and IT/OT solutions
- Ø Big Data products and services
Procurement transformation. Lead the category team’s transition towards a business partnering model, drive implementation and adoption of leading procurement practices across each of the key stages of the procurement lifecycle (Source-to-Contract and Procure-to-Pay) and engaging with key business stakeholders.
Demand Management. Lead the C&P team’s upstream engagement with business stakeholders to identify, establish and deliver a pipeline of procurement demand, plan and mobilize category teams in early stages of procurement opportunity lifecycle.,
Category Management. Provide category-specific subject matter expertise, develop and implement long-term Category Business Plans and strategies to maximize value and benefits delivered to the business. Providing market intelligence, insights, benchmarks as key inputs to the business stakeholders. Develop category supporting materials for internal stakeholders and suppliers, including guides, templates.
Sourcing and Contracting. Lead planning and execution of contracting strategies and market engagements, including : business requirements validation, bid management, supplier proposal evaluations, commercial & contract negotiations, contract award recommendations and post-award commercial/claims & contract management.
Supplier Management. Lead and coordinate implementation of Supplier Relationship & Performance Management (SRM) framework with awarded suppliers for periodical senior management reviews, provide post-award commercial and contract management support to business stakeholders.
Risk Management. Develop strategies to manage supplier risks across the supply value chain (Tier 1 to N level). Identify and evaluate supply risks (availability, reliability, sanctions and compliance, sustainability, etc.) and implement effective risk mitigations.
Innovation and Partnership. Develop senior-level relationships with key influencers and/or decision makers, develop long-term partnerships and drive innovation to realize continuous improvement opportunities.
Governance. Support and guide end-users to ensure compliance with corporate end-to-end procurement policies, processes and procedures while driving commercial awareness and effectiveness.
- University degree in Business, Procurement and Supply Chain, Information Technology, Engineering or other relevant discipline with Post-Graduate degree preferred.
- Membership and/or qualification from a procurement professional body (e.g. CIPS, ISM, etc.) and/or engineering body (e.g. HKIE, IET, etc.) is preferred.
- Minimum 10 years relevant procurement experience leading category teams of which at least 5 years at supervisory/managerial level.
- Demonstrated knowledge of procurement leading practices applied across diverse categories and organisations.
- Prior experience in procurement, contract and commercial management with international OEMs and Technical Services Providers is strongly preferred.
- Agile, customer-centric and innovative thinking.
- Change champion with strong interpersonal, communication and stakeholder management skills.
- Strong cross-cultural awareness, adaptability and agility.
- Fluency in English required, fluency in Cantonese and/or Mandarin an advantage.
